The AKC S.T.A.R. Puppy program is a 6-week course for puppies up to one year old. Here’s what the 20-step test covers and how Henderson puppies earn the award.
The AKC S.T.A.R. Puppy program is the American Kennel Club's structured first course for new dog owners and their puppies. Your puppy completes a 6-week class with an AKC S.T.A.R. Puppy approved instructor and passes a 20-step evaluation. All dogs earn a frameable certificate; dogs with an AKC registration number, a PAL number, or an AKC Canine Partners number can also earn an official AKC title. No competitive events required, and the program is open to all breeds. In Henderson, that class is part of The K-9 Handler® LLC's in-home training programs, which include the Saturday group gatherings at Bark Park when your dog is ready.

What is the AKC S.T.A.R. Puppy program?
AKC S.T.A.R. Puppy is the American Kennel Club's entry-level puppy program. S.T.A.R. stands for Socialization, Training, Activity, and Responsibility — the four outcomes the program builds toward. The AKC created it as a practical lead-in to the Canine Good Citizen (CGC) program, and as of January 2025, dogs with an AKC registration number, a PAL number, or an AKC Canine Partners number can earn an official AKC title listed on the dog's record.
The program pairs the owner and puppy in a class environment for at least six weeks. At the end, an AKC Approved CGC Evaluator administers a 20-step test covering both owner behaviors and puppy skills. Pass, and you submit an application to the AKC for the certificate or official title. Purebreds and mixed breeds are both welcome.
What age can a puppy join the S.T.A.R. Puppy program?
AKC S.T.A.R. Puppy is open to dogs up to one year old. There is no published minimum age, but puppies need to be old enough to safely attend class and begin socialization. At The K-9 Handler® LLC, readiness is assessed during the initial in-home evaluation.
If your dog is already past one year before completing the program, the next step is the full Canine Good Citizen evaluation, which is open to any age.
What does the 20-step test cover?
The S.T.A.R. Puppy test has three categories: owner behaviors, puppy behaviors, and pre-CGC skills. Here is what each section requires.
Owner behaviors (steps 1–6)
| Step | What is evaluated |
|---|---|
| 1 | Maintains puppy's health (vaccines, exams, appears healthy) |
| 2 | Owner receives the Responsible Dog Owner's Pledge |
| 3 | Owner describes an adequate daily play and exercise plan |
| 4 | Owner and puppy attend at least 6 classes with an AKC Approved CGC Evaluator |
| 5 | Owner brings cleanup bags to class |
| 6 | Owner has obtained some form of ID for the puppy (collar tag, etc.) |
Puppy behaviors (steps 7–11)
| Step | What is evaluated |
|---|---|
| 7 | Free of aggression toward people during at least 6 weeks of class |
| 8 | Free of aggression toward other puppies in class |
| 9 | Tolerates collar or body harness of owner's choice |
| 10 | Owner can hug or hold puppy (depending on size) |
| 11 | Puppy allows owner to take away a treat or toy |
Pre-CGC skills (steps 12–20)
| Step | What is evaluated |
|---|---|
| 12 | Allows petting by a person other than the owner, in any position |
| 13 | Allows owner handling and brief exam of ears and feet |
| 14 | Follows owner on leash in a straight line (15 steps) |
| 15 | Walks on leash past other people 5 feet away |
| 16 | Sits on command (food lure permitted) |
| 17 | Down on command (food lure permitted) |
| 18 | Comes to owner from 5 feet when name is called |
| 19 | Reaction to distractions presented 15 feet away |
| 20 | Stays on leash with another person while owner walks 10 steps and returns |
None of these items require competition-level precision. Note: the AKC test allows food lures for the sit and down items (steps 16–17); this is a test accommodation and does not reflect Ira's training method, which uses verbal guidance, coaxing, and praise — no food rewards. The test rewards consistent, cooperative behavior — not an automaton. The full test items and Responsible Owner Pledge are published by the AKC at the resource link below.
How does S.T.A.R. Puppy lead to the Canine Good Citizen award?
The AKC designed S.T.A.R. Puppy as a lead-in to the Canine Good Citizen program. The nine pre-CGC skills in the S.T.A.R. Puppy evaluation — petting, handling, leash work, sit, down, recall, and reaction to distractions — carry into the CGC's ten-item evaluation. The main difference: the CGC removes food lures and raises the distraction level.
After CGC, the progression continues with the AKC Community Canine (CGCA), which tests the same skills in realistic public settings, and the AKC Urban CGC (CGCU), which adds city-specific scenarios. At The K-9 Handler® LLC, AKC title certifications are included in the training packages at no additional charge from the trainer. The S.T.A.R. Puppy official title application submitted to the AKC — if you choose that over the certificate — requires an AKC, PAL, or Canine Partners number. CGC testing happens during the Saturday group gatherings in Henderson, with Ira evaluating.
How does The K-9 Handler® run the S.T.A.R. Puppy program?
Ira Smith has been training dogs since 1974, starting as a USAF sentry dog handler. He is an AKC S.T.A.R. Puppy approved instructor, an AKC Canine Good Citizen evaluator, and an AKC Community Canine and Urban CGC evaluator. All four AKC progressive title programs are available through The K-9 Handler® LLC.
S.T.A.R. Puppy work begins in the early weeks of any K-9 Handler® package. The Basics package (6 sessions, $899) and the Puppy–Adult Fundamentals package (10 sessions plus 15 Saturday group gatherings, $1,799) both include S.T.A.R. Puppy and CGC preparation. All prices are subject to change; review current pricing on the K-9 Handler® packages page. The $199 initial evaluation is included in every package; training starts during that first visit.
When your puppy is ready for group work, the Saturday gatherings move the program to Bark Park in Henderson. The group runs October through April — May through September are paused because the desert heat in Henderson makes outdoor park sessions unsafe for dogs. Sessions run Saturdays, 9 to 10 am, at Bark Park, area 3, Heritage Park, 350 S. Racetrack Rd., Henderson NV 89015 (entrance off Burkholder Blvd.). Group work covers S.T.A.R. Puppy and CGC skills with other dogs, people, and real-world park distractions. To sign up for the next group session, visit the Saturday group registration page.
If your puppy is reactive or not yet ready for a group, Ira builds toward it one-on-one at a manageable distance. Readiness is decided at the evaluation.

When is the right time to start in Henderson?
October is when the Saturday group gatherings resume in Henderson, running through April. Enrolling now gives a dog finishing private lessons the option to join group work while the full season is still ahead. Individual readiness for the group — including socialization history and current skills — is assessed by Ira at the initial evaluation.
If your dog is close to one year old, the S.T.A.R. Puppy evaluation remains an option before moving to the CGC, depending on where the dog is in training. When to start is based on the dog's readiness, not the calendar alone.
Progress depends on your dog's temperament, background, and needs, as well as consistent practice. Specific outcomes are not guaranteed. Puppies with signs of severe fear or aggression may need a veterinarian or qualified animal behaviorist before joining a class.
FAQ
What does my puppy earn after passing the S.T.A.R. Puppy evaluation?
Upon passing, you receive a frameable AKC S.T.A.R. Puppy certificate, and your puppy earns the AKC S.T.A.R. Puppy Medal — a display keepsake the AKC notes is not suitable as a collar tag. Dogs with an AKC registration number, a PAL number, or an AKC Canine Partners number can also apply for the official AKC title, listed on the dog's permanent record at the AKC. The certificate-only path has no AKC registration requirement.
What is the Responsible Dog Owner's Pledge?
The Responsible Dog Owner's Pledge is an AKC ownership commitment that owners receive as step 2 of the S.T.A.R. Puppy owner-behavior evaluation. It covers responsible ownership practices including veterinary care, proper identification for the puppy, and adequate daily exercise. The full pledge is available on the AKC S.T.A.R. Puppy test items and pledge page, linked in the official resources below.
How does the six-week class requirement work?
The AKC requires your puppy to attend at least six weeks of an AKC S.T.A.R. Puppy class led by an AKC Approved CGC Evaluator or an AKC Approved S.T.A.R. Puppy instructor. Some classes begin with an introductory session without the puppy. The evaluator administers the 20-step test at the end of the course. For specific questions about how the requirement applies in your case, contact the AKC directly at starpuppy@akc.org.
What is the difference between the S.T.A.R. Puppy certificate and the official AKC title?
All dogs that pass the evaluation receive the AKC S.T.A.R. Puppy certificate — no AKC registration required. The official AKC title, recorded on the dog's permanent AKC record, requires an AKC registration number, a PAL number, or an AKC Canine Partners number. The official title was added in January 2025; dogs who previously earned only a certificate may apply to convert it to a title through the AKC.
What do the owner-behavior items (steps 1–6) require?
The owner section has six requirements: the puppy maintains good health (vaccines, exams, appears healthy); the owner receives the Responsible Dog Owner's Pledge; the owner describes a daily play and exercise plan; owner and puppy attend at least six classes with an AKC Approved evaluator; the owner brings cleanup bags to class; and the owner has obtained some form of ID for the puppy such as a collar tag. These owner requirements distinguish S.T.A.R. Puppy from evaluations that test only the dog.
